The facsimile copy of the PDF file BAL024_04.08.1969.pdf contains two messages, one cleartext
message and a ciphertext message. After studying several of the PDF files it turns out that
the cleartext message is BAL024 and the ciphertext message is BAL025.
The PDF file BAL025_04.08.1969.pdf also contains two messages, the first is the ciphertext of
BAL026 while the second is the end of BAL025.
The file BAL026_04.08.1969.pdf contains an incomplete beginning of BAL026. Taken altogether
it is possible to make almost complete transcripts of the two ciphertext telegrams BAL025
and BAL024.

This is message is heavily garbled; especially are the heavy garbles in line 5 and 6 and also at the end of line 7. The garbled characters in figure shift have been converted to letters and tentatively inserted into the most logical places in the ciphertext.
